NEW YORK?? A rally on Wall Street will be put to the test next week, with the S&P 500 at its highest level since before the collapse of Lehman Brothers in 2008.

The broad index is up 8.6 percent for the year, closing at 1,365 on Friday. The S&P 500's close was the highest since June 6, 2008, a few months before Lehman Brothers went bankrupt as the global credit crisis spiraled out of control.

While the swiftness and magnitude of the gains have created concerns that the market is due for a pullback, a break above 1,370, which was 2011's intraday high, could trigger more buying as investors fear missing out on further gains.

"We have reached an exhaustion point and an inflection point. The sentiment is bullish and the money flow has gotten bullish, and that's freaking people out a bit," said James Dailey, portfolio manager at TEAM Asset Strategy Fund in Harrisburg, Pennsylvania.

"What's more likely, or normal, would be a 5-7 percent decline (from current levels), but if we move above 1,370, that could be the next leg up."

The S&P 500 has struggled to climb above 1,370, but the level has thrown up strong resistance in the past week.

For this week, the Dow Jones industrial average and S&P rose about 0.3 percent and the Nasdaq Composite added 0.4 percent to close at its highest since mid-December 2000.

Oil prices will also be in focus after Brent crude futures closed at $125.47 per barrel on Friday, the highest since last April, on fears of worsening tensions between Iran and the West.

"The S&P and crude oil prices have been showing a correlation so far. But oil at where it is now is a big deal," said Ben Schwartz, chief market strategist at Lightspeed Financial in Chicago.

Schwartz explained that if oil keeps rising, it will threaten consumer confidence and pressure the stock market.

The movement in the euro will also be closely watched for hints about markets' appetite for risky investments.

The euro on Friday rose to its highest in more than two months against the dollar and hit its strongest versus the yen in nearly four months before the European Central Bank is expected to make available another round of cheap money next week.

The ECB's three-year, long-term refinancing operation (LTRO) could help the euro's cause. Estimates suggest that the LTRO would draw bids of anywhere between 500 billion and 1 trillion euros, setting risk appetite on fire.

Mexico hosts a two-day meeting of the Group of 20 leading economies' finance ministers and central bankers at the weekend.

The meeting will likely be dominated by discussion of the European debt crisis, with euro zone countries pushing for their G20 partners to commit more money to the International Monetary Fund to help victims of the crisis.

Economic data due next week includes durable goods orders on Tuesday and revised fourth-quarter gross domestic product on Wednesday. Weekly jobless claims and ISM manufacturing data will be released on Thursday.

A petition calling on the province to make music a "protected" subject has gathered more than 1,600 signatures, leading one of its proponents to hope for action at Queen's Park.

"My hope is that this isn't going to be a politicized issue, but that it's going to have support from all parties because it's the right thing to do for kids," Dr. Denise Bowes told The Recorder and Times Thursday.

Leeds-Grenville MPP Steve Clark submitted the petition to the legislature on the first day of its new session Tuesday afternoon.

The petition calls on the provincial education minister to make music a "protected" subject in elementary schools.

It adds that, "according to a 2010 Coalition for Music Education study, 58 per cent of all elementary schools in Ontario are without a qualified music teacher capable of teaching the ministry curriculum."

"Protecting music in elementary schools would ensure children benefit from the many positive aspects of this essential subject," it adds.

Clark, who launched the petition on Dec. 11, said it has gathered more than 1,600 signatures from across Leeds- Grenville, as well as communities all over Eastern Ontario.

Bowes and fellow Brockville and Area Music and Performing Arts Hall of Fame member Joy Goodfellow, through their Mandate for Music group, have expressed concerns to the Upper Canada District School Board about the lack of elementary music instruction within the board's schools.

In November, the pair suggested the board lobby the ministry to make music a protected subject in its schools.

Goodfellow said she is concerned about how the campaign at the provincial level will fare in the wake of the recent report by economist Don Drummond recommending deep cuts to tackle Ontario's debt crisis.

On the other hand, Goodfellow is encouraged by the introduction of specialty schools, including choir schools, in the Toronto public board and said the Upper Canada board should try the same thing.

"I think the best thing that we have done is raise the profile," she said.

However, Goodfellow is disappointed at how few parents appear to have come on board with the campaign.

"They seem to think that there's nothing they can do," she said.

"We're not giving up," added Goodfellow.

Upper Canada District School Board director of education David Thomas said Jim Palmer, a music teacher at Athens District High School and chairman of the committee that oversees the board's arts charter, is now conducting a comprehensive review of the board's arts programs, including music.

The director warned there are complications to declaring something a "protected" subject.

First, it could upset the balance in the overall provincial curriculum, said Thomas.

"We have inspired, enthusiastic, dedicated teachers of science or math who would say: 'Why wouldn't you have protected status for that?'"

Also, declaring music protected could pose difficulties with labour relations, said Thomas. Currently, collective agreements with teachers' unions privilege seniority, a system that could be upset if certain skill-sets trump others.

Marg Merpaw, the Upper Canada representative for the Elementary Teachers' Federation of Ontario, could not be reached for comment.

Still, Thomas agrees music instruction is important.

"We're not against this at all," he said.

"We really want a vibrant, lively and relevant music program in all of our schools."

Clark, whose party forms the official Opposition to the Liberal minority government at Queen's Park, said Education Minister Laurel Broten will now have to respond in writing to the petition.

On the matter of the Drummond report, Clark said the McGuinty government has yet to answer clearly the questions about how it will implement its recommendations.

Clark suggested that need not preclude strengthening music education.

"If you're going to give people quality instruction, you have to have a qualified instructor," said Clark.

GM records its highest profit ever: $7.6 billion (AP)

DETROIT ? General Motors earned its largest profit ever in 2011, two years after it nearly collapsed.

Strong sales in the U.S. and China helped the carmaker turn a profit of $7.6 billion, beating its old record of $6.7 billion in 1997 during the pickup and SUV boom.

GM is a vastly different company than it was back then. It's smaller, has less debt and its contract with the United Auto Workers is less costly. But it took a $49.5 billion government bailout and bankruptcy protection in 2009 to cut its bloated costs. The company earned huge a profit even though U.S. sales of cars and trucks were near an historic low of 12.8 million.

In 2012, GM expects to increase its revenue as global sales grow and it charges more for models.

Its ongoing effort to cut costs and take advantage of its global presence are also paying off. In the fourth quarter, costs fell by $500 million. It saved $100 million by cutting some of the dozens of advertising agencies and media managers it uses. It also saved $100 million by centralizing engineering.

"We will build on these results as we bring more new cars, crossovers and trucks to market," CEO Daniel Akerson said.

GM's stock price rose $1.70, or 4 percent, to $26.01 in early afternoon trading.

That's good news for the U.S. government, which still owns 26.5 percent of the company and needs the stock price to rise significantly before it can recoup all the bailout money. The bailout and GM's performance already are contentious issues in this year's presidential campaign.

Still, problems emerged for GM late last year. Its fourth-quarter profit fell 8 percent and missed Wall Street expectations. Europe and South America reported losses. And sales growth in the U.S. slowed even as more Americans bought cars and trucks.

This year, GM expects to make less money per vehicle as the mix of sales shifts to cars from trucks, which have bigger sticker prices

Still, last year was a big success for the company.

Revenue rose 11 percent to $150 billion. Its per-share profit was $4.58. GM made the bulk of its income in North America, where its pretax profit totaled $7.2 billion. International Operations, which includes Asia, made $1.9 billion before taxes, but that was down.

GM sold 9.03 million cars and trucks around the world in 2011, up 7.6 percent from the year before. That helped it reclaim the title of world's largest automaker from Toyota Motor Corp.

GM said 47,500 blue-collar workers in the U.S. will get $7,000 profit-sharing checks in March. The checks are based on the company's North American performance and are a record for the company.

The government still owns 500 million shares of GM, which it got in exchange for the $49.5 billion bailout. Through earlier stock sales and loan repayments, the government has recouped about $22.3 billion of that money. The remaining shares would have to sell for around $53 each for the government to recoup the rest.

Susan G. Komen Apologizes: Hoisted By Its Own Pink Ribbon? (Time.com)

Konigsberg's first book is The Truth About Grief: The Myth of Its Five Stages and the New Science of Loss.

Now that the most eminent breast-cancer charity group in the nation has apologized for its decision to stop funding Planned Parenthood,?it?s worth looking at what went wrong. The backlash was not just grassroots and viral but reached the most senior levels. All seven California affiliates of Komen opposed the decision, and Dr. Kathy Plesser, a member of Komen?s scientific advisory board, threatened to resign if the group did not reverse it.

One obvious mistake: it changed its story. The group first issued a statement saying it was defunding Planned Parenthood because it was under investigation, but later Komen CEO and founder Nancy Brinker went on MSNBC to tell Andrea Mitchell (who herself was recently treated for breast cancer) that it was because Planned Parenthood?s screening program was inefficient ? which would have been a perfectly valid reason were it not obvious that Brinker was covering up for the previous, more thinly veiled explanation. (Mitchell was not convinced by it either.)

But what is more surprising from a strategic perspective is how much Komen underestimated its own power base.?According to John D. Raffaelli, a Komen board member and Washington lobbyist, the organization?s leadership had become worried that its ties to Planned Parenthood would alienate pro-life donors and thought that cutting off the relatively tiny $700,000 grant would be the most politically expedient way to get rid of that potential problem. But in the process, it angered and alienated a much larger and perhaps more committed group: the army of breast-cancer survivors and family members who wear pink ribbons and turn out for Race for the Cure and raise money and who have helped turn Komen into the powerhouse that it is. This group not only cuts across political lines, but it has always been vocal, in-your-face and incredibly persistent ? sometimes to the point of being annoying. How do you think breast cancer got to be the most visible and well-funded cause out there? And wouldn?t the leadership at Susan G. Komen be the people to know this better than anyone else, having harnessed it to great success for the past 20 years?

Now that Komen has alienated its own core supporters, it has a much bigger problem on its hands than a small grant for mammograms given to a women?s health organization. (It?s also worth noting that the amount of patient services Planned Parenthood devotes to cancer screening and prevention outstrips abortion 5 to 1.) Komen has done a lot of great work, but despite the apology, its future is still in jeopardy, all because it ignored its most important constituents. I don?t know how many people there are who have been affected by breast cancer ? though I bet Komen does ? but take that group and add in pro-choice supporters, and you?ve no doubt got a much larger contingent than the ardent pro-lifers whose anger Komen had originally feared. Its biggest mistake, it seems, was one of math. Yes, Komen needs a new director of p.r., and possibly even a new CEO, but it also needs a new demographer in its research department.

Crystal Bell: Glee Recap: Mr. Schue Is 'Livin' La Vida Loca' With Ricky Martin

Note: Do not read on if you have not seen Season 3, Episode 12 of Fox's "Glee," entitled, "The Spanish Teacher."

Considering I knew beforehand that "The Spanish Teacher" would be very Will-centric, I wasn't too excited for this episode. Although, I must admit that Ricky Martin's bon-bon shaking was a huge incentive for tuning in.

However, I was pleasantly surprised. I didn't hate this episode as much as I thought I would. Sure, it wasn't perfect. In fact, "Glee" may have hit a series low when Sue was soliciting male students for sperm. Yet, I have to say that week-after-week, Santana becomes the show's true savior.

When Will was acting like a total imb?cil, it was Santana who set him straight. I can only hope that it's going to be Santana who knocks some serious sense into Finn and Rachel in next week's Valentine's Day episode.

More than just Sue's audacity and Will's super-sized ego, "The Spanish Teacher" was boring. Because, Will, no one really cares about you. At its heart, "Glee" should be a story about the kids of New Directions. Their story lines are far more interesting.

At least we had some much-needed Spanish subtitles to spice things up.

Comenzamos with "La Cucaracha," an homage to Spanish culture for sure. There's only one problem: William -- as Principal Figgins so affectionately calls him -- is boring his students, and it also turns out that he's not really teaching them any Spanish.

What's the problem, Will? Is your head too full of mash-ups for Regionals and jazz square combinations?

If Will wants tenure, it looks like he's going to have to do the unthinkable -- learn Spanish!

Say hola to David Martinez (Ricky Martin), a former tooth model who's now a night school teacher. You see, David got tired of flossing and one day woke up and wanted to teach kids. He wanted to help them find their duende, i.e. art.

Do you know what else he wants to do? Start a glee club! And do you know what he would do with his glee club? Teach them songs in Spanish. Hm, looks like Will has an idea. If he teaches New Directions songs in Spanish, Principal Figgins will have to give him tenure -- because learning Spanish in one week is, like, really hard.

Meanwhile, back at McKinley, Sue tells Will that she wants to have a baby by artificial insemination -- and she needs his sperm. Ew.

Don't worry, "With whose vagina?" is asked at least twice in the episode.

You see, in the '80s, she froze her eggs, and now she wants some babies. Personally, I think that Sue's just lonely. I mean, her sister is gone, and she no longer has Cooter to boss around, so what's left? At least she has her BFF Becky.

Side note: I'm glad that every once in awhile "Glee" shows a sense of Sue's continuity. Her nickname for Kurt -- "Porcelain" -- is a nice recurring touch.

It looks like Will and Sue will have to battle it out for tenure, after Sue finds out that one of her students complains about her coaching methods to Figgins. Now, Sue's out for blood -- nobody messes with the financial security of a momma bear and her potential cubs.

NeNe Leakes reprises her role as synchronized swim coach Roz Washington, and she expresses interest in choreographing the Cheerios. Uh oh. Let the drama begin! She and Sue have an epic verbal takedown, and it makes me realize how much I love NeNe.

Everyone in the choir room swoons over the very handsome -- and very "Sexy" -- David, including Artie. In fact, it kind of reminded me of "Harry Potter and the Goblet of Fire" when the girls of the Gryffindor quidditch team fangirls over Cedric Diggory. I don't know why I thought of that... but R.I.P. Cedric.

Okay, so back to the choir room. After David's incredibly sexy performance of LMFAO's "Sexy and I Know It," it's pretty clear that Will needs to step up his game.

Meanwhile, Mercedes and Sam don't know how to deal with their feelings for each other, so what do they do? They go to Emma. She's only the most reliable school counselor ever. Emma tells them to spend the week apart and think about their relationship to see if there's something really there.

Cut to the Cheerios busting some serious bootylicious moves, thanks to Coach Roz. Obviously, Sue is not happy, and the two go head-to-head in a heated battle of bitchiness. Meow, Roz. You really know how to put Sue in her place.

Example: "Start praying you give birth to a child who likes to eat sand because that's all that's coming out of those old wrinkly boobs."

I'm really loving the feisty dynamic between Sue and Roz. It's about time that Sue had a proper sparing partner.

While watching "Twilight," Bella and Edward's eternal love inspires Rachel to finally tell Kurt and Mercedes about her engagement to Finn, and they don't exactly offer to throw her a bachelorette party.

Back at school, Mercedes sings "Don't Wanna Lose You" by Gloria Estefan and makes some seriously longing bedroom eyes at Sam, who probably has no idea what she's singing. He's too busy tweeting that she smells nice!

Meanwhile, Sam and the boys do a mash-up of Gypsy Kings' "Bamboleo" and Enrique Iglesias' swoon-worthy "Hero," and Blanco Chocolate definitely directs the latter song's lyrics to Mercedes.

Qu? dram?tica.

Back in the McKinley High weight room, Finn and Kurt have a major talk about Finn's engagement and their futures. Finally, a voice of reason! Kurt tells Finn that his future can be more than just Rachel's personal handbag holder on the red carpet.

Hopefully, this means that Finn will start rethinking his decision -- because Rachel already has.

Somewhere between learning Spanish and denying Sue his sperm, Will turned into a major jerk. Instead of embracing Emma's love for silly pamphlets, he pushes her away. While I don't think Emma's pamphlets are practical, I don't think that Will's in any place to judge. After all, he doesn't know how to speak Spanish. ?Comprende, Will?

In fact, Emma, here's a new pamphlet suggestion: "So You're Engaged To a Jerk."

Cut to the anticipated Espa?ol-off. Santana and David do a steamy cover of Madonna's "La Isla Bonita." I'm not quite sure why Santana is wearing a trash bag, but regardless, the performance is muy caliente.

Will looks a little nervous, and for a good reason. His version of Elvis' "A Little Less Conversation" is a lot less impressive. It might have been the matador outfit, but it was probably just Will. That performance was painful. Ay dios mio.

Side note: Brittany and Mike make for some pretty adorable bulls.

Santana is unimpressed with Will's conversaci?n, and in a dramatic turn of events, we find out that it was Santana who complained about Will's teaching methods, and then, she continues to knock some much-needed sense into Schue.

And Will? Well, he's going to teach high school history now ... because he's always liked history. Is it really that easy to be a high school teacher?

Unfortunately for Sam, Mercedes chose Bubba. Somewhere, puppies are crying. I mean, Bubba has all of the personality of a tree stump.

Fortunately for Will, Emma is the most forgiving fiance ever, and it turns out that she's also pretty clever because her "Taint Misbehavin'" pamphlet -- which teaches athletes about proper hygiene -- not only was a huge success in Ohio, but it also earned her tenure.

Seriously, is it Valentine's Day yet? I really can't wait to meet Rachel's gay dads.

Congress OKs bill to prod US aviation into new era (AP)

WASHINGTON ? After five years of legislative struggling, 23 stopgap measures and a two-week shutdown of the Federal Aviation Administration, Congress finally has passed a bill aimed at prodding the nation's aviation system into a new high-tech era in which satellites are central to air traffic control and piloted planes share the skies with unmanned drones.

The bill, which passed the Senate 75-20 Monday, speeds the nation's switch from radar to an air traffic control system based on GPS technology. It also requires the FAA to open U.S. skies to drone flights within four years.

Final approval of the measure was marked by an unusual degree of bipartisan support despite labor opposition to a deal cut between the Democratic-controlled Senate and the Republican-controlled House on rules governing union organizing elections at airlines and railroads. The House had passed the bill last week, and it now goes to President Barack Obama for his signature.

The bill authorizes $63.4 billion for the FAA over four years, including about $11 billion toward the air traffic system and its modernization. It accelerates the modernization program by setting a deadline of June 2015 for the FAA to develop new arrival procedures at the nation's 35 busiest airports so planes can land using the more-precise GPS navigation.

Instead of time-consuming, fuel-burning, stair-step descents, planes will be able to glide in more steeply with their engines idling. Planes will also be able to land and take off closer together and more frequently, even in poor weather, because pilots will know the precise location of other aircraft and obstacles on the ground. Fewer planes will be diverted.

Eventually, FAA officials want the airline industry and other aircraft operators to install onboard satellite technology that updates the location of planes every second instead of radar's every six to 12 seconds. That would enable pilots to tell not only the location of their plane, but other planes equipped with the new technology as well ? something they can't do now.

The system is central to the FAA's plans for accommodating a forecast 50 percent growth in air traffic over the next decade. Most other nations already have adopted satellite-based technology for guiding planes, or are heading in that direction, but the FAA has moved cautiously. The U.S. accounts for 35 percent of global commercial air traffic and has the world's most complicated airspace, with greater and more varied private aviation than other countries.

The bill is "the best news that the airline industry ever had," Sen. Jay Rockefeller, D-W.Va., said. "It will take us into a new era."

Transportation Secretary Ray LaHood said the bill "will provide the stability and predictability to ensure critical aviation safety programs ... and infrastructure investments move forward."

The FAA is also required under the bill to provide military, commercial and privately-owned drones with expanded access to U.S. airspace currently reserved for manned aircraft by Sept. 30, 2015. That means permitting unmanned drones controlled by remote operators on the ground to fly in the same airspace as airliners, cargo planes, business jets and private aircraft.

Currently, the FAA restricts drone use primarily to segregated blocks of military airspace, border patrols and about 300 public agencies and their private partners. Those public agencies are mainly restricted to flying small unmanned aircraft at low altitudes away from airports and urban centers.

Within nine months of the bill's passage, the FAA is required to submit a plan on how to safely provide drones with expanded access.

The bill's passage culminates a five-year struggle by Congress to pass a long-term FAA authorization bill. The last long-term operating authorization for the agency expired in 2007. The agency has continued to limp along under a series of short-term extensions, but its ability to commit to decisions on major acquisition programs that extend over many years, like air traffic modernization, was hindered by the uncertainty over how much it could spend and by a lack of direction from Congress.

Providing that stability is critical to the health of the commercial aviation industry, which accounts for about 5 percent of U.S. economic output, lawmakers said.

Several labor issues over the years have frustrated efforts to pass a bill. Most recently, a Republican-drafted bill that cleared the House last spring included a provision that would have overturned a National Mediation Board ruling allowing airline and railroad employees to form a union by a simple majority of those voting. Under the old rule, workers who didn't vote were treated as "no" votes.

The labor provision, which was opposed by the Democratic-controlled Senate, became the principal issue holding up the bill. A compromise reached two weeks ago by Senate Majority Leader Harry Reid, D-Nev., and House Speaker John Boehner, R-Ohio, allows the mediation board's rules to stand, but it also toughens some lesser requirements that must be met in order to hold a union organizing election.

While the compromise was acceptable to some unions, more than a dozen other unions that represent airline industry workers ? including the Teamsters, Communications Workers, Machinists and Flight Attendants ? complained the deal was reached without their input and urged its rejection.

Sen. Tom Harkin, D-Iowa, said he decided to vote against the bill because of the labor provisions even though the measure contains "many good things." He said he was taking a stand against "a few of these powerful companies who don't want their workers to have representation" because someday they "might have to put a few additional dollars in their workers' pockets."

The bill also limits air service subsidies to the approximately 150 communities that already receive subsidized service. And it would trim about a dozen communities from the program after a year if they are within 175 miles of a hub airport and average less than 10 passengers a day, at a savings of about $20 million a year.

House Republicans initially had proposed eliminating the entire $200 million-a-year program except for subsidized service in Alaska and Hawaii. Conservatives had singled out the program as an example of government extravagance.

Last summer, a partisan standoff over a House attempt to cut 13 cities from the program, as well as the labor provision, resulted in two-week, partial shutdown of the FAA. More than 4,000 FAA employees were furloughed, work was halted on more than 100 airport construction projects and the government lost an estimated $350 million in airline ticket taxes.
